You need the ming32.bat if you intend to build libcurl yourself using the
mingw32 compiler. You can build it using other compilers as well, should you
want to do that.

Another option would be to get a precompiled DLL version of libcurl.

packages for php on windows, both claiming to support installing with curl
support:
