libcurl is just a DLL you download. The libcurl binding for perl is however a
different question, and I don't know about installing that (at all, nor on
Windows).

I'd suggest you write a perl script to do that, as the curl.h tends to get
expanded over time so you might want to re-run that script on future
versions...
