Sorry, poor english, i get confused in the terms

I need to transmit many requests (not spam, all under the law),
but I do not want that all of them sent at one time, to not overload
cpu and network.

How it is possible to look, how many per the given second is made of
connections, and in a case if them less than it is necessary to add one more connection?

It is possible to look at algorithm, how it is better for making?
