I have resolved my mystery -- at least partly: uninstalling cURL using
the Cygwin settup program failed to remove the cygcurl-4.dll file: once
this is removed pycURL links against the freshly built cygcurl-4.dll and
now pycURL works a treat.

I find it quite alarming that Cygwin (Cygwin gcc, presumambly) silently
makes and uses this .dll behind the scenes! It's not fault of pycURL, of
course: thank you for your work in creating this language binding.
