maketgz is used to build the source archives, and thus the VC8 Makefiles are
only present in them and not in CVS. Try a recent daily snapshot.

I figure we can move the VC8 generating logic to the root Makefile to allow
CVS users to generate them in an easier fashion. What do you think?
