This enables building and running the SFTP and SCP tests.

Build looks good, tests not yet due to test 0583 SKIPPED: failed starting SSH server:
ContainerAdministrator@127.0.0.1: Permission denied (publickey).

This enables building and running the SFTP tests.
Unfortunately OpenSSH for Windows does not support SCP.
