Hi everyone,

I moved pycurl and downloads repositories once again to pycurl
organization on github:

https://github.com/pycurl/pycurl

This time I used ownership transfer feature which preserved
repositories' contents.

This should be the last move, I hope.

I am working on a test matrix contraption to make a release, a patch
updating links in the readme/docs/website will be appreciated. All of
the code is in the repository linked above.
