Argl, that was my error! I didn't remove my old patch completely, and so
libcurl just continued happily after the "protocol-specific connect function"
somewhere around line 2110 in url.c failed... Now it works:

    $ src/curl -v --connect-timeout 1 https://meine.db24.de
    * Closing connection #0
    curl: (28) SSL connection timeout
