[PATCH] curl_version_info() API for runtime querying of curl capabilities

This patch allows an application to query the capabilities of libcurl
at runtime so that they can make use of new features without having to
be recompiled when the sysadmin upgrades libcurl.
The intended use of this is for PHP (5) so that it can register URL
support for each of the protocols supported by curl.
