I can verify that I detect similar behavior on Linux as well.

I just setup my local Apache to accept PUT, and when I PUT an insanely large
file I get it transfered at ~6MB/sec.

Downloading the same file from the same Apache runs at ~18MB/sec.

However, if I switch over to do FTP upload instead of HTTP PUT, I saw curl
reach ~17MB/sec...
