Summary: Add support for file:/<path> URLs

Initial Comment:
The attached patch allows the host part of a file: URL
to be omitted.

file:/<path> is treated like file:///<path>.

Currently, curl returns the following error if the
<host> part is omitted.

  % curl file:/etc/motd
  curl: (6) Couldn't resolve host 'file:'
