Totally newbie questions

To all,
I need to figure out how to transfer files between Windows and Linux
machines. A google search led me to Curl. Is this the correct tool for
the job?
Easy more logical to require the target Linux machine to have ftp
enabled or http? Can I use this lib in a commercial software?
