The Windows libcurl is included with the curl front-end. When it says
"You may or may not get 'libcurl' installed as a shared library/DLL",
for Windows the answer is yes. If you want to use it in your own application,
you need the "libcurl development" package.

libcurl doesn't do much on its own. You need a front-end program that
uses libcurl to actually transfer files. The Windows package includes
the curl.exe front end, but it sounds like you're writing your own.
