Name resolution under Windows

This is a follow up to an e-mail I sent a few days ago.

Using the Windows version of libCurl, the name resolution is returning
a timeout error immediately instead of CURLE_COULDNT_RESOLVE_PROXY or
CURLE_COULDNT_RESOLVE_HOST as appropriate.

Enter a bad proxy server address:
The only place where CURLE_COULDNT_RESOLVE_PROXY is set, is skipped with
asynchronous name resolution.

Enter a valid proxy server (or none), and entery an invalid URL:
libCurl ALWAYS returns CURLE_OPERATION_TIMEOUTED instead of
CURLE_COULDNT_RESOLVE_HOST
