Yes, I understand it.
I'd say, libcurl depends on a a kind of C/POSIX layer for Windows CE.
I've not known wcecompat library. Some time ago, I started development
of similar library, called WCELIBCEX and hosted on the SF.net.

Thank you very much but I don't need it.
I'm not going to use wcecompat.

I'll use libcurl as a component of wider framework and many libraries
being part of this framework were ported using WCELIBCEX, so I'm
going to stay with WCELIBCEX as a base portability library for my purposes.
