Have you already considered and rejected modeling parameters after
http's cgi parameter lists? Some possibilities:

 --url pop3://mail.domain.com/1?1&0 -X TOP

 --url pop3://mail.domain.com/?TOP=1,0

 --url pop3://mail.domain.com/1?DELETE

Just throwing out some ideas.
