Could you verify if if current git libcurl version is capable of
running buildconf and building libcurl properly with automake 1.13
version and the build ecosystem on which you have reported having the
issues?

An alternative would be run buildconf from libcurl snapshot
http://curl.haxx.se/snapshots/curl-7.28.2-20130115.tar.gz that will
get generated in about 12 hours.
