feature freeze time on Wednesday the 1st

Hi,

I can't believe it is time again, but on Wednesday we switch on feature freeze
and go into bug-fix only mode for the coming four weeks (and no, it's not an
April fool's joke).

curl 7.70.0 is planned to ship on April 29.
