No, it isn't. Your timezone is completely broken, and it must be
"GMT" and nothing else:
https://developer.mozilla.org/en-US/docs/Web/HTTP/Headers/Last-Modified

curl parses this as "-1", and therefore effectively older than any
file you would reasonably expect on a UNIX system.
