-- The only way I know is for non-latin pages to have a META tag with an enctype attribute defining the encoding and use POST. There's --data-binary, but that means doing some ad-hoc decoding. Maybe the question is what should the HTML FORM look like for it to be accessible via -F, so that one can specify the encoding in the content-type, eg: content=@file;text/plain;charset=euc-kr (Korean).
