How do I send "@" url-encoded or otherwise through command line ?

If I try the following:
*curl -d "login_email=my%40mymail.com&password=abcd&submit=Log+In"
localhost:8080/mylocation *

then trace-ascii shows that somehow "%4" is eaten up.
