1. If you are trying 'ACTIVE' mode, why are you sending 'passive' to the
   server?

2. 'passive' isn't a FTP command so it isn't that strange the server doesn't
   understand it.

Try CURLOPT_FTPPORT to make curl use 'active' ftp.
