Have you tried turning on cookie prompt mode? You can also try running
tcpdump from the server end to see if the packets are being sent out.

BTW, there appears to be a bug in IE 6 that causes it to loses cookies
every now and then. It's as if they don't arrive.

(I have a PHP app that doesn't get all the cookies I send with IE6 but
works fine with other browsers.)
