It's been a while since I did any windows stuff, but maybe you could try:
  Alias "curl_easy_cleanup" ( ByRef handle As Long )
  Alias "curl_easy_cleanup" ( ByVal handle As Long )

You might also try MsgBox(handle) to see if it isn't zero.

( I'm surprised some VB guru hasn't come up with a binding for libcurl yet. )
