You have missed the point. We only document every single step we do to
build PHP on windows. That includes every single library used by PHP.

For libraries like OpenSSL or cURL, a minimum doc is necessary to
explain which options are used and how to use it. That's common
practice as long as you like to have a traceable and reproducible
build process.
