Summary: Unable to build on Win32

Initial Comment:
The makefile for the library in Win32/MSVC6 does not
work correctly as of CVS's revision 1.61 of the
curl/lib/Makefile.vc6 file.
A comment is missing the initial hashmark and the
import libraries for the DLLs are not being generated
correctly.
I already fixed this version and the patch is attached
to this bug submission.
