Summary: Curl's option "--retry-delay" doesn't work.

Curl's option "--retry-delay" doesn't work on version
7.13.2.
Variable retry_sleep_default that is on function
operate in src/main.c is set before option parsing. So
it is always 1000(1 seconds).
