Yes, I understand this, and since we have firewalled down the
server port in this test, this was an expected behaviour.

The question I was asking was how can I control (if I can at all)
the timeout when the curl waits for something to be received from
the server. I set all possible timeouts (CURLOPT_TIMEOUT and
CURLOPT_CONNECTTIMEOUT) to 60 sec, and was expected the curl to
wait for 60 sec. Instead, it waited only for 15 sec.
