this is already supported in pycurl.

the options are called TIMEVALUE and TIMECONDITION.

parameters to TIMECONDITION are called TIMECONDITION_IFMODSINCE,
TIMECONDITION_IFUNMODSINCE and TIMECONDITION_LASTMOD.

unfortunately i don't recall which version of pycurl these functions
were added, but it's a long time ago.
