buildconf and AM_PROG_LIBTOOL

It turns out there was a problem with the way I had installed autoconf
and automake. Once that was fixed, buildconf worked.

The automake ChangeLog.00 file has these comments:

         * accept both A(C|M)_PROG_LIBTOOL, print a
         warning when AM_PROG_LIBTOOL was found
         * automake.texi: renamed AM_PROG_LIBTOOL to AC_PROG_LIBTOOL

At the moment, it seems both AC_... and AM_... work.
