I was surprised at the 20th second, the average download decreases from
1746 to 1744 with a current speed of 1809 Ko/s,

While possibly correct, we just don't know for sure and nobody has yet
investigated the details close enough to tell. I also don't feel the very
small change warrants an particular effort. Thus, I think we can just close
this "bug" without doing anything.
