$HTTP_RAW_POST_DATA is truncated

Hi there,
Can anyone shed light on why $HTTP_RAW_POST_DATA is truncated. We are receiving a form with 7616 bytes of data through a C Program(using CURL). The end of the form is truncated and since it is an XML form that we are receiving, this is quite important.
One other question, does $HTTP_RAW_POST_DATA accept data sent in HTTPS POST's?
